       SUBROUTINE  HLPSYS
 C$    (Help Internal - System Command)
 C$    On hosts where  it is  possible to  pass a  command to  the
 C$    operating system and wait for return, this routine provides
 C$    the necessary  interface.  On  systems  where this  is  not
 C$    possible,  it  should   just  call  HLPUIC   (Unimplemented
 C$    Command).
