       SUBROUTINE  HLPSCL
 C$    (Help Internal - Shift Command Line)
 C$    When a  command  letter has  been  decoded for  a  multiple
 C$    letter command, this routine is  used to shift the  command
 C$    line left  one character,  discarding the  initial  command
 C$    letter.
