Abstract: I will discuss my work in progress on the objects of the title, which grew out of my efforts to understand Hempel's notion of the {\em distance} of a splitting. An unexpected application is a new algorithm to decide if a closed, irreducible, and atoroidal three-manifold is a surface bundle over the circle.
