Title:    New Optimal Composites via Orthogonal Laminates

Abstract: We introduce a regular method for constructing optimal
multiphase composites which attain the translation bound.  This method
recovers the previously known structures of Milton & Kohn, and Gibiansky &
Sigmund and generates new composites which demonstrate the attainability
of the translation bound beyond what was previously known.
