Title: Angular distribution of Rossby wave energy

Abstract: 
First, I will briefly explain what the Rossby waves are and why they are
important. Then, I tell about the extra invariant that I discovered in 
1991. Finally, I will show that this invariant essentially restricts the
transfer of energy away from the zonal flow, more precisely, away from the 
sector of polar angles greater than $60^\circ \mbox{ - } 70^\circ$. This 
conforms to the recent experimental conclusion. The final part of the talk 
will follow my manuscript recently submitted to Phys. Lett. A
